Municipality of Almelo
The town Almelo recently went through a reorganisation under the name GOAL. The purpose of GOAL was a greater customer orientation by developing a more professional, flat organization with a decentralisation of responsibilities. In addition, the municipality also wanted to better meet the stringent government requirements for legality and effectiveness. To achieve these goals, the Municipality of Almelo started working with Stratech–SBA.

Before GOAL the municipality mainly managed its subsidy applications by using spreadsheets. Kuiper: "This was not a real solution. Because the overview was missing it could hardly be determined how much budget was still available and what agencies had applied. It was also cumbersome and inefficient to justify finances. Furthermore, it was difficult to monitor terms.”
